In publishing house of “Latvijas Vestnesis” the book “Comments on the Law on Notification” by Janis Neimanis, the judge of the Supreme Court Department of Administrative Cases, associated professor of the University of Latvia, is published. The book is published in Latvian language.
As publishers point out – although there are only eleven Sections in the Law on Notification,adoption thereof lasted for more than three years. It shows that the law was drafted in hard discussions and its influence is significant. The goal of this book is to stabilize application of law in situations occurring in daily life.
The author developed comment on each section pursuant to single system, based on fundamental criteria of interpretation of legal provisions: text, history, system and objective.
The text of the section is followed by history of origination and history of development thereof, is there is such history. Then follows explanation on general objective of the section, place of the section and particular legal provisions, which have been included in the section, in general system of legal provisions and expanded content of each provision.
Notification of the document is related to individual’s opportunities to defend him, to use his rights, and to responsibility of an institution to achieve, so that its decisions would become legally effective, thus establishing ground to request concrete action from an individual – the author of the book has pointed out in the preface to the book.
The book will be practical aid not only to employees of state administration and judges, whose task is to take care of notification of a document, but also to addressees – to each single individual, who receives a document from an institution or a court.
