On Friday, November 2, annual Latvian Judicial Conference called by the Board of Justice will take place.

Janis Bordans, the Minister of Justice Janis Bordans and Kristine Strada-Rozenberga, the Dean of the Faculty of Law of the University of Latvia will address judges at the conference, and Ivars Bickovics, the Chief Justice of the Supreme Court and the Chairman of the Board of Justice will present his report.

The first part of the conference will be dedicated to reports presented by Peteris Dzalbe, Visvaldis Sprudzans and Gunars Aigars - Chairmen of institutions of judicial self-government – Judicial Disciplinary Committee, Commission on Judicial Ethics and Judicial Qualifications Committee, as well as to information about new system of evaluation of professional operation of judges that will become effective as from January 1, 2013. Ginta Sniedzite, lecturer of the University of Latvia will point out positive and negative trends in development of judicial rights in Latvia.

In the second part of the conference work of Latvian courts will be analysed according to the European Convention on Protection of Human Rights and Fundamental Freedoms.

Kristine Lice, representative of the Cabinet of Ministers in international institutions on human rights, will tell about topical issues in interaction between European Court of Human Rights and Latvian courts. Juris Jansons, the ombudsman, will give his opinion about observation of the European Convention of Human Rights in operation of courts, and Arturs Kucs, the associated professor of the Faculty of Law of the University of Latvia will report about balancing of freedom of speech and other fundamental rights in practice of the European Court of Human Rights and Latvian courts. Anita Kovalevska, the judge of Administrative district court, will analyse uniformity of case-law in context of right to fair trial. Martins Mits, the pro-rector of Riga Graduate School of Law, will present research on case-law of the European Court of Human Rights in rulings of the Supreme Court.

In the final part of the conference the work in sections is organised in accordance to branches of law. Senators of the Supreme Court, lecturers of the Faculty of Law of the University of Latvia and professionals of the Ministry of Justice will answer to questions topical to judges and will update aspects of civil law, criminal law and administrative law most important in courts’ work.

Judicial conference is institution of judicial self-government, in which judges of the Supreme Court, judges of regional courts, judges of district (city) courts and judges of departments of land registers participate with right of voting.

The second and the third part of conference is organised by the Supreme Court in coordination with the Faculty of Law of the University of Latvia. In work of law sections representatives of prosecutor’s office, advocacy and notary, as well as lecturers of the University of Latvia are invited to take part.
