A party to proceedings can sign in on the e-Case portal with certified means of electronic identification of increased security, however, if there are none, also with identification means issued by a state and local government institution – username and password. This is provided for by amendments to the "E-Case platform data processing regulations" approved by the Cabinet of Ministers, which have been in force since April.

On the e-Case portal www.elieta.lv, the party to proceedings can authenticate with certified high-security electronic identification means – eID card, eSignature, mobile eSignature, eIDAS. If a user does not have such means, he/she can address a court where his/her case is located and request for the username and password required for registration. The person must appear in court in person.

The court verifies the person's identity in person and sends the request to the Court Administration. The Court Administration prepares user details for access to the e-Case portal and sends these details to the court. The court issues user details to the person, for example in printed form.

Details are issued for a period of time of 24 months. The user shall change the initially issued password within seven days following its issuance, when signing up for the first time in the e-Case portal.

It should be noted that when using this type of authentication, the portal is available in viewing mode, i.e. the user can access the data and documents of his/her cases, but cannot submit documents (e-forms, e-submissions).

In the Supreme Court, these details are issued by the head of the Chancellery Elīna Majore and the deputy head of the Chancellery Anda Eglīte. The parties to proceedings should contact the Chancellery.

 

Follow the progress of a case without registering

Please be reminded that even unregistered users can follow the progress of a case on the e-Case portal. However, in this case, only the basic data of the course of proceedings will be visible, such as the location of a case, adopted decisions, an outcome of proceedings, whether a court's decision has entered into force, names of judges who examine a case.

In order to view a specific case, the user should enter the invariable case number assigned by a court of first instance. Another way (a summons) for accessing case files applies only to first and appellate instance courts. Proceedings in the Senate can only be tracked by case number.
