On January 25, the judge of the Administrative regional court Maris Vigants starts to execute duties of the judge in the Chamber of Civil Cases. The Chief Justice of the Supreme Court assigned Maris Vigants to replace the vacancy of the judge in the Chamber of Civil Cases temporarily in an order established by the Part 2 of Paragraph 79 of the Law “On Judicial Power”.

The Paragraph mentioned states that for the time of vacancy or temporary absence of the judge of the Chamber, the Chief Justice of the Supreme Court can assign the Honoured Judge of the Supreme Court or the judge of regional court to replace him, if this person has given written agreement or by the suggestion of Judicial Qualification Committee.

According to the decision of Saeima, the number of attested judges in the Supreme Court is 53, but at present there work only 45 judges in the Supreme Court. Taking into account the significant accumulation of civil cases, it is necessary to increase number of judges in Chamber of Civil cases immediately. 13 judges are intended to work in the Chamber of Civil Cases, but up to now there have worked only 11.

On October 22, 2009 the Saeima didn’t attest Maris Vigants, the candidate proposed by the Supreme Court, for the post of the judge of the Supreme Court. Taking into account positive statement of Judicial Qualification Committee about ability of the judge of regional court to execute duties of the judge of the Supreme Court, Maris Vigants will temporarily replace the vacancy of the judge.

Maris Vigants was born in 1975. From 1994 till 2000 he worked in the Supreme Court as a secretary of court hearings, adviser, and the assistant of the Chair of the Chamber of Civil Cases. Since 2000 he has been the judge of the court of Central district of Riga city, in 2007 he was attested as the judge of Administrative regional court, since 2008 he is the deputy of the Chair of regional court.
