According to plan of organisation and performance of judicial electronic conference approved by the Board of Justice, nine judges are elected in judicial e-conference on May 24, to work in the Commission on Judicial Ethics. Counting committee informs that 466 judges voted in e-conference. 30 votes are considered to be invalid. Following members are elected in composition of the Commission on Judicial Ethics: Agnese Skulme, the judge of the department of Land Register of Riga city Vidzeme Suburb court; Lolita Marovska, the head of the department of Land Register of Valmiera district court; Iveta Andzane, the Chairwoman of Bauska district court; Janis Grinbergs, the judge of Valmiera district court; Dzintra Balta, the judge of Riga regional court; Alla Silova, the judge of Latgale regional court; Visvaldis Sprudzans, the Vice-Chairman of Zemgale regional court, the Chairman of Judicial Panel of Criminal Cases; Dace Mita, the senator of the Department of Administrative Cases of the Senate of the Supreme Court and Marika Senkane, the judge of the Chamber of Civil Cases of the Supreme Court.
Anita Kovalevska, the judge of Riga court house of Administrative district court was appointed in composition of the Commission on Judicial Ethics on September 3, 2012, and her term of office ends on September 2, 2014.
The Commission on Judicial Ethics is collegial institution of judicial self-government that gives statements about interpretation and an infringement of ethical standards, as well as it explains standards of judicial ethics. According to Section 913 of the law “On Judicial Power”, the Commission on Judicial Ethics consists of ten members elected by Judicial Conference in closed vote. Two members of the Commission on Judicial Ethics are elected among candidates nominated from judges of departments of Land Register; three members of the Commission on Judicial Ethics are elected among candidates nominated from judges of district (city) courts; three members of the Commission on Judicial Ethics are elected among candidates nominated from judges of regional courts, and two members of the Commission on Judicial Ethics are elected among candidates nominated from judges of the Supreme Court. Term of office of a member of the Commission on Judicial Ethics is four years; s/he may be elected repeatedly, but not more than in two turns. The Commission on Judicial Ethics was created and elected for the first time in 2008.
The Board of Justice in its session on May 7, 2012, made amendments to Regulation on Judicial Conference stating that conference may take place also in electronic form and e-conference may elect institutions of judicial self-government in closed electronic vote. Regulation on the Commission on Judicial Ethics is also amended providing the opportunity to nominate and elect members of the Commission on Judicial Ethics in electronic elections.
The Board of Justice appointed Aija Ornina, the Chairwoman of Riga city Kurzeme district court, for the post of manager of Judicial e-conference that will take place on May 24, and Zanna Zujeva, the judge of the department of Land register of Riga city Zemgale suburb court, is appointed for the post of a secretary of the conference. The Board of Justice also elected counting committee.
The plan of organisation and performance of judicial electronic conference approved by the Board of Justice provided that between May 18 and may 21 judges would nominate candidates of the Commission on Judicial Ethics, on may 22 it would be possible to ask candidates questions in electronic form. On May 23, courts and departments of Land registers would receive and would draw in lots individual codes and passwords sent to them. On May 24, between 9.00 am and 1.00 pm elections of the Commission on Judicial Ethics take place. Counting committee would check individual codes and summarise results later. Results approved would be sent to judges electronically.
Judicial e-conference was organised and technically provided by the Court Administration. According to calculation performed by the administration, economy of budget funds, when organising e-conference instead of regular conference, make LVL 10 000 approximately.
