The Judicial Council invites judges to complete the European Network of Councils for the Judiciary’s (ENCJ) survey on the independence of judges by 12 March, which is being conducted to assess the actual independence and accountability of the judiciaries across Europe.
As ENCJ President Madeleine Mathieu points out, “The ENCJ is highly involved in defending and promoting the independence of judiciaries across Europe. It intervenes in cases where judicial independence is under threat in specific countries and it has developed indicators to assess the actual independence and accountability of judiciaries across Europe. Given the recent developments regarding judicial independence in several EU judicial systems, the ENCJ considers it highly important to invite judges to express their views on their independence.”
This is the fifth survey on the independence of judges conducted by the ENCJ, and its results have previously served as a basis for further debates on judicial independence in Europe. The Judicial Council will report on the results of the survey in a separate news article.
The latest survey was conducted in 2022 and engaged more than 15,000 judges from 29 countries. The results revealed significant trends in judicial independence issues. The report on the results of the 2022 survey is available here.

The ENCJ is an organization that brings together institutions representing the judiciaries of the European Union Member States, which are independent of the legislature and the executive. The aim of the ENCJ is to promote cooperation, exchange of experience and analysis of shared information among judicial councils of the European Union Member States.
