PRIORITIES OF THE SUPREME COURT: EFFECTIVENESS AND QUALITY OF THE ADMINISTRATION OF JUSTICE AND JUDICIAL AUTHORITY

Operational Strategy 2017-2019 of the Supreme Court focuses on two priority areas: effective and high-quality administration of justice and strengthening the authority of the Supreme Court. Goals and objectives are set for each of these areas. In order to improve the effectiveness of the administration of justice in cassation instance, the Supreme Court will focus on the quality of administration of justice, respect for fundamental rights, as well as summarization and availability of the case-law. Improvement of the effectiveness of administration of justice relates to further education of judges and employees, development of human resources management system and information technology and more efficient electronic document circulation. Supreme Court authority is strengthened by strengthening the role of the cassation instance and ensuring transparency of the work of the court. For several years, the Supreme Court purposefully has been fulfilling function of legal education of public, and this trend will continue. The mission of the Supreme Court is also the preservation of historical continuity of Latvian Senate, particularly during the centenary of Latvian State and its judicial system. Being aware of the joint mission of the Supreme Court - a fair and efficient administration of justice and strengthening of the independence of the judicial system - court management and administration, the departments and the Division of Case-law and Research were involved in drawing up the Strategy. |
The basic functions of the Supreme Court stated in the law and also in the Operational Strategy are the administration of justice, proceedings before the Disciplinary Court, uniform court practice and development of case-law, as well as approving special investigational activities and the requests for disclosing confidential information at the disposal of credit institutions. Additional functions of the Supreme Court include ensuring the operation of the Council for the Judiciary (as it is provided for in the law “On Judicial Power”, and informing and legal educating of society, - in this way recognizing its role in the judicial system.
