In the sitting of 5 March, the Saeima (Parliament) awarded habilitated professor Kalvis Torgans, the former judge of the Department of Civil Cases of the Supreme Court, with the title of the Judge Emeritus.
Proposal to award Kalvis Torgans with the title of the Judge Emeritus was submitted by the Legal Affairs Committee of the Saeima, and the Council for the Judiciary supported the proposal, and, in accordance with the law, filed it to the Saeima.
It is pointed out in the application that Kalvis Torgans is an outstanding lawyer, professional and authority in field of civil law. He plays important role in development of law and promotion of understanding about civil law in the state, and he gave significant contribution to development of case-law of the Senate of the Supreme Court. By his professional activity, Kalvis Torgans strengthened reputation of the court among the public. He co-operated actively in legislative processes, participating in work teams on draft laws and in sittings of the Legal Affairs Committee.
Kalvis Torgans became the senator of the Department of Civil Cases of the Supreme Court in 2008. In 2009, having reached maximum age to hold an office of a judge, his powers were prolonged for five years, in accordance with opportunity provided by law at that time.
Kalvis Torgans has been the eighth judge of the Supreme Court awarded with the title of the Judge Emeritus. Previously it was granted to Aiva Zarina, Pavels Gruzins, Valda Eilande, Rolands Krauze, Roberts Namatevs, Rita Saulite and Gunars Aigars.
In accordance with Section 66 of the law “On Judicial Power”, the Saeima, upon proposal of the Council for the Judiciary, may award the judge, who had worked in good faith and had terminated judicial activity, with the title of the Judge Emeritus.
