15 September, 2014
On 15 September, the Plenary Session or the general meeting of judges of the Supreme Court re-elected Inara Garda, the judge of the Department of Civil Cases, to the office of a member of the Council for the Judiciary for next four years.
Assessing work of the Council for the Judiciary in first four years, Inara Garda recognised that the fact that the Council for the Judiciary began its work as the partner in its relations with the legislator and the executive power must be assessed positively, however, goals desired were not achieved, as the Council for the Judiciary had not received attitude as towards equal partner from other powers in these relations, as an example indicating amendments to the law “On Judicial Power”, which were adopted without accept of the Council for the Judiciary.
As the main tasks of the Council for the Judiciary for next four years, Inara Garda pointed out topical issues, which have already been commenced – elaboration of court communication guidelines, equalization of court load, increase of wages of court employees, increase of authority of the Council for the Judiciary in issues related to judicial careers, cooperation with judges, self-governmental institutions and associations, establishment of executive institution of the Council for the Judiciary and improvement of provisions in field of activity of insolvency administrators, protection of intellectual property and other issues.
In accordance with the law “On Judicial Power” six elected representatives of the Council for the Judiciary are elected by the Judges’ Conference from among judges of regional courts, district (city) courts and Land Registry offices, and one is elected by the Plenary Session or the general meeting of judges of the Supreme Court from among judges of the Supreme Court. Term of office of elected member of the Council for the Judiciary is four years. The member of the Council for the Judiciary may be re-elected, but not more than twice in turn.
