The mission of the Supreme Court of Latvia, or Senate, is to implement the rule of law by establishing uniform and stable judicial practice. In pursuing this mission, the Supreme Court has set priority areas of activity for the next four years.
The Strategy for 2026–2029 sets out four priority areas of activity for the Supreme Court:

Promotion of uniform and stable judicial practice and development of case law

Ensuring effective and fair cassation proceedings

Improving the efficiency of internal processes and resources

Cooperation, dialogue and building public trust
Key activities or actions, as well as intended outcomes, have been identified for each of these areas.
By promoting uniform judicial practice, the accessibility of Senate’s case law, discussions among senators, and cooperation among departments will be expanded, and dialogue will be strengthened with courts of appeal, courts of first instance, the Court of Justice of the European Union, and the European Court of Human Rights.
In order to ensure effective and fair cassation proceedings, it is planned to introduce uniform working principles across all departments of the Senate, as well as a uniform system for monitoring case examination deadlines. Furthermore, the specialization of senators will be fully taken into account in the allocation of cases and the formation of judicial panels, and the specialization of senators’ assistants and counsels will be promoted. In cooperation with the Judicial Academy, a long-term professional development program for senators and judicial personnel is also planned.
The procedure for preparing Senate’s rulings will be reviewed, with particular attention paid to the role of the parties to the proceedings. In particular, the practical application of guidelines for the preparation of cassation complaints will be assessed, and the role of persons belonging to the judicial system in cassation proceedings will be analyzed, with a view to developing proposals to improve this process.
In order to streamline internal processes and resources, the organization of work will be improved by using modern management approaches and technological solutions.
The Supreme Court has identified cooperation and dialogue as its fourth strategic priority, aiming to promote public understanding of the judiciary and strengthen trust in the Supreme Court. Efforts will be made to foster collaboration with constitutional bodies, law faculties of universities, and the Ministry of Justice through working groups focused on the development of laws and regulations. The Supreme Court’s communication will be open and proactive, including the organization of public education events with a particular focus on young audiences. Additionally, the Court will participate in international projects and experiences exchanges with the supreme courts of other countries.
