In the beginning of November, Janis Neimanis, the senator of the Department of Administrative Cases of the Senate of the Supreme Court in international scientific conference in Astana (Kazakhstan) reported on Latvian experience in implementation of administrative courts, particularly touching issues about cancellation of administrative protocols in challenge proceedings in institution and court.

Conference on topical issues of implementation of administrative proceedings was organised by German Association for International Cooperation (GIZ) to provide information and discuss on experience of implementation of administrative courts in other countries – Germany, Finland, Austria, Latvia, and Azerbaijan.

Representatives of academic environment and judges, as well as state administration officials from Central Asia – Kazakhstan, Tajikistan, Uzbekistan, Turkmenistan, as well as from Russia, Finland, Germany, Austria and France participated in conference.

German lawyers drafted law on model of administrative proceedings for Central Asia, however, attitude of state administration to it is very reserved, as it would change traditional approach that litigation in administrative cases is carried out according to rules of civil proceedings. On the contrary, necessity to change basic principles of litigation of cases is understood better in academic environment.

System of administrative courts, which is similar to model of continental Europe, is implemented in Georgia, Armenia and Azerbaijan. Kirgizstan is getting prepared to implement administrative courts, at present. In Kazakhstan, it has been planned to review rules of litigation in administrative cases until 2020.
