The Supreme Court succeeded to preserve the tradition and to publish annual – the nineteenth – collection of the most significant judgements and decisions of the cassation instance. The book “Judgements and decisions of the Supreme Court of the Republic of Latvia of 2014” in nearest future will be available in limited edition in stores determined by the publisher – state limited liability company “Latvijas Vēstnesis”.
In contradiction to previous years, the title of the Senate is not included in this collection anymore, unfortunately. As from 1 January 2014, the Supreme Court was deprived of this title by amendments to the law “On Judicial Power”.
The volume of this collection is also different. Taking into account that the collection of rulings by the Senate of almost 1500 pages reached critical margin to be printed, it was necessary to perform selection of rulings more strictly to select only 75 rulings – 25 the most valuable rulings by each department, from among 3112 judgements and decisions adopted by cassation instance last year.
“You should appraise bibliographic rarity and essence of judicature you are holding in your hands!” urges Ivars Bickovics, the Chief Justice of the Supreme Court, in the foreword to the book.
Court rulings become even more available in electronic form, and the opinion is often heard that publishing of printed edition is not useful anymore. It was also considered whether cassation instance should change content and outline of this edition along with loss of the title of the Senate. Thanks to the support of the Ministry of Justice and the publishing house “Latvijas Vēstnesis”, the Supreme Court succeeded to preserve historical and internationally recognised tradition to publish collections of the most significant judgements and rulings of the Supreme Courts, thus documentingdevelopment of domestic case-law.
However, the book possesses not only historical, but also practical significance. It provides general review on work of each department in 2014, and it also gives insight into issues updated during adjudication of particular cases. Each section of the book has extensive table of contents, and review of case-law of each department is included in the summary of the section. Additionally, the book is supplemented with various indices: Index of Notions, Index of Authorities, Index of Legal Provisions, Index of Theses, Index of Judicature and Case-law, etc., which are composed by Signe Terihova, experienced editor of legal literature.
Judges Veronika Krumina, Edite Vernusa and Peteris Dzalbe, and assistants to judges - Agris Dreimanis and Nora Magone, and adviser of the Division of Case-law – Zinaida Indruna – also took part in elaboration of the collection of rulings of the Supreme Court of 2014.
