The Supreme Court is an independent public institution, and finances to provide its operation are allocated from state budget. The Supreme Court reports on the use of these funds to the Ministry of Finance, the State Treasury, and the State Audit Office.
The management of the organizational and economic activity of the Supreme Court is ensured by the Administration of the Supreme Court. Its functions are defined in Section 501 of the law “On Judicial Power”.
Head of the Administration
The Head of the Administration is hired and dismissed by the President of the Supreme Court.
Since 2008, Sandra Lapiņa has been the Head of the Administration of the Supreme Court.
Functions of the Administration
- To perform financial management;
- To take care of materials and technical facilities;
- To deal with record keeping;
- To organize staff management and training;
- To ensure communication with society;
- To carry out international cooperation
Structure of the Administration
The Administration of the Supreme Court consists of four divisions and the Chancery of the Supreme Court.
The legal adviser of Administration works under the direct supervision of the Head of the Administration.
Division of Human Resources
- Develops and implements uniform personnel management policy in the court; provides continuing education for personnel; promotes personnel motivation and loyalty; organises personnel documentation and provides internal control of work environment.
The Head of the Division is Gunita Auziņa.
Division of Communication
- Develops and implements uniform court communication strategy; provides internal and external communication; organises international cooperation and maintains and develops uniform court corporate style. The Division also maintains and develops the museum of the Supreme Court.
The Head of the Division is Rasma Zvejniece.
Division of Information Technologies
- Develops and implements court information technologies and information systems development plan and provides their maintenance; develops security of court information system; provides technical support to users of court information systems.
The Head of the Division is Pāvels Veļeckis.
Division of Finance
- Provides management and control of finance; develops and implements accountancy keeping and organisation system; organises accountancy; manages economic and technical means; organises economic activity in correspondence with finance allocated from state budget.
The Head of the Division is Uldis Čuma-Zvirbulis.
Chancery organizes the circulation of court cases and documents received by the Supreme Court and ensures uniform record keeping in the court.
Functions of the Chancery are as follows:
- it registers court cases, examines received documents, prepares case files for review, sends notifications, processes and sends court cases after adjudication thereof, supervises observation of terms of execution of correspondence documents;
- it provides recording of minutes of court hearings;
- it monitors compliance with deadlines for the execution of court correspondence documents;
- within its competence, the Chancery provides responses to applications and requests submitted;
- it organizes and ensures unified client service, it provides supply of unclassified information and that of limited accessibility;
- in the Chancery, parties to proceedings may get acquainted with case files, and students may access rulings of the Supreme Court necessary for studies;
- it creates a nomenclature of Supreme Court cases, ensures the registering and storage of documents, and the transfer of documents for permanent storage to the Latvian State Archives.
The Head of the Chancery is Elīna Majore.
Budget and personnel of the Supreme Court
Budget
In accordance with the law "On the State Budget for 2023", the budget of the Supreme Court in 2023 was 8,557,968 euros.
Personnel
In 2023, on average 35 judges and 118 employees worked in the Supreme Court.
