Starting from 13 March, judge of Regional Court Anita Kovalevska executes duties of a judge of the Department of Administrative Cases of the Supreme Court due to temporary absence of a judge.
Anita Kovalevska respnded to invitation of Supreme Court for judges of Regional Administrative Court to apply for position of a judge of the Department of Administrative Cases of the Supreme Court during judge’s temporary absence. The Department of Administrative Cases supported the candidacy of the judge; a positive opinion was also given by the Judicial Qualification Committee and the decision was adopted by the Council for the Judiciary.
Anita Kovalevska has been executing duties of a judge since 2009; she has been judge of Regional Administrative Court since 2013. For a year she has worked as an intern at the European Court of Human Rights.
Since 2010 judge Kovalevska is working in the Judicial Ethics Commission and since 2016 she is the Head of the Commission.
In addition to judicial duties, judge Anita Kovalevska has been one of the leading professors at the Faculty of Law of the University of Latvia in sphere of administrative law for more than 10 years and lecturer on human rights at the Judicial Training Centre.
Anita Kovalevska will replace the judge of the Department of Administrative Cases Jautrite Briede, who has left for two years to carry out duties of long-term expert at the Supreme Court of Ukraine in the framework of the Twinning project “Strengthening the institutional capacity of the Supreme Court of Ukraine in the field of human rights protection at the national level”.
Under the Section 79 of the Law "On Judicial Power", during the Supreme Court judge's temporary absence, the Council for the Judiciary in compliance with proposition of the Chief Justice of the Supreme Court and receiving favorable opinion from the Judicial Qualification Committee may temporarily - not more than for two years - instruct judge of regional court to replace judge of the Supreme Court.
