Budget request of courts is supported In its session on the 21st of November, the Board of Justice supported budget request of the Supreme Court and budget request of regional courts and district (city) courts, summarised by the Ministry of Justice, for year 2012.

The Board of Justice determines where judges should execute their duties

The Board of Justice determined courts for new judges appointed in the post by the Saeima (the Parliament) on the 13th of October to execute their duties: for Agnese Svike it is court of Latgales district of Riga city, for Andris Vasilevskis it is court of Ziemelu district of Riga city, and for Diana Makarova it is Riga court house of Administrative district court. The Board of Justice instructed Indra Meldere, the judge of Administrative district court, to execute duties of the judge of Administrative regional court during temporary absence of the judge.

About decisions of the Board of Justice of the 27th of September

Candidates for the post of judge of the Supreme Court will be elected in open competition in future. It has been provided by amendments to the law “On Judicial Power” and regulation of open candidate selection competition for the post of the judge of the Supreme Court approved in session of the Board of Justice on the 27th of September. The Board of Justice has also discussed regulation of selection of candidates for the post of judges of district (city) courts, land-book departments and regional courts, but it is not approved yet. The Ministry of Justice will specify the regulation, taking into account recommendations given by the Board of Justice. According to amendments to the law “On Judicial Power”, adopted on the 9th of June, 2011, selection of candidates for the post of a judge in district (city) courts and departments of land-books, as well as in regional courts and the Supreme Court is made in open competition of candidates. Competition regulation is ratified by the Board of Justice according to proposal of the Minister of Justice and the Chief Justice of the Supreme Court.

The Board of Justice will discuss organization of selection of candidates for the post of the judge

On Tuesday, the 27th of September, the Board of Justice will discuss procedure of organization of competitions for candidates for the post of a judge and procedure of selection of candidates. According to amendments to the law “On Judicial Power”, adopted on the 9th of June, 2011, selection of candidates for the post of a judge in district (city) courts and departments of land-books, as well as in regional courts and the Supreme Court is made in open competition of candidates. Competition regulation is ratified by the Board of Justice according to proposal of the Minister of Justice and the Chief Justice of the Supreme Court.

The Board of Justice adopted several decisions in issues related to judicial careers. The Council of Justice supports re-election of Inguna preisa, the judge of Zemgale regional court, in the post of the Chair of Zemgale regional court for five years.

In its session on the 19th of April, the Board of Justice, pursuant to request of the Legal Affairs Committee of the Saeima, had discussed and expressed its opinion about draft law of amendments to the law “On Judicial Power” before the third reading.

About issues of the session of the Board of Justice of the 30th of March

The Board of Justice in the session of the 30th of March listened to report of Edvins Balsevics, the director of the Court Administration, about results of work in 2010. The director stressed the most topical problematic issues in provision of work of the court. Firstly, it is security in court instances. The State Police refused to execute its function established in the law “On Judicial Power” to provide officers in court, grounding it with lack of resources. Security in courts is threatened, but court finances are not enough to sign agreements with private security companies or hire its own employees. The second greatest problem is low salaries of court employees. Average employee wages is LVL 351.61, and it doesn’t comply with volume of work, its requirements and specificity. Court employees expressed dissatisfaction with evaluation of their work and remuneration, warning about possible strike in open letter.

The Board of Justice will listen to the report of Court Administration and discuss several provisions

On Wednesday, the 30th of March, the session of the Board of Justice will take place, in which the Court Administration will present a report about result of work in 2010. The Board of Justice will discuss Procedure of establishment of additional remuneration of judges and events related to additional remuneration, Procedure of issue of judge identification card and Procedure of use of Judicial robe and insignia.
