Gradual implementation of concept of court houses is supported

The Board of Justice listened to information of the Ministry of Justice regarding advancement of so called concept of court houses, which envisages to re-examine previous court catchment areas and to consolidate areas of district (city) courts located within catchment area of a regional court, creating one court of the first instance legally, transforming former courts into court houses.

Judges’ Conference shall be held on September, 5

The Board of Justice decided to convene annual Latvian Judges’ Conference on September 5, and conceptually agreed that the fundamental issue at this conference shall be assessment of the first stage of activity of the Board of Justice and elections of new composition of the Board.

The European Network of Councils for the Judiciary (ENCJ) gathers 11-13 June in Rome to celebrate its 10th anniversary. Latvian Board of Justice is represented at the General Assembly by Ivars Bickovics, the Chairman of the Board of Justice.

Appointment of two Chairs of district courts to the office is supported

The Board of Justice supported appointment of Dace Bluma, the judge of Cesis district court, to the office of the Chair of Cesis district court for five years and appointment of Anita Stikane, the judge of Preili district court, to the office of the Chair of Preili district court for five years.

Cassation instance will be strengthened in the Supreme Court in result of court reform

Upon recommendation of the Chief Justice of the Supreme Court, the Board of Justice determined number of judges in the Supreme Court departments and the chamber as from 1 January 2015: in the Department of Administrative Cases – 9, in the Department of Civil Cases – 15, in the Department of Criminal Cases – 10, in the Chamber of Civil Cases – 13 judges.

Issues regarding judicial careers

The Board of Justice supports appointment of Svetlana Belajeva, the previous Chair of Jurmala city court to the office of the Chair of Jurmala city court for next five years as well. Two judges had applied for competition to the office of the Chair of Jurmala city court.

Fundamental guidelines on development of human resources capacity in court system have been conceptually supported

The Board of Justice conceptually supported document “Fundamental guidelines on strengthening of human resources capacity and development of competencies of employees of judiciary and law enforcement institutions 2014-2020”, prepared by the Ministry of Justice, which envisages to attract means of European Social Fund in implementation thereof.

Number of judges in the Administrative regional court will be increased

Grounding on request of the Chair of the Administrative regional court to increase number of regional court judges and taking into account that two vacant positions of judges appeared in Riga court house of the Administrative district court, the Board of Justice decided to ask the Saeima (Parliament) to transfer these positions to the Administrative regional court. The decision is based on analysis of judges’ loads and coordinated with Chairs of both courts.

Changes of number of judges and court catchment areas will be discussed in the sitting of the Board of Justice

In the sitting of the Board of Justice, which will take place on Monday, April 28, number of judges in departments and the Chamber of Civil Cases of the Supreme Court after January 1, 2015, when the Chamber of Criminal Cases will be liquidated, shall be determined. Issue regarding changes of number of judges in the Administrative district court and the Administrative regional court shall also be examined.

Appointment of Chairs of courts and their deputies is supported; other issues related to judges’ career are decided

The Board of Justice supported appointment of two Chairs of district courts in the office for five years – Daina Treija will be the Chair of Riga city Zemgale suburb court and Adrija Kasakovska – the Chair of Tukums district court.
