Arturs Freibers is elected to the Judicial Qualification Committee

Arturs Freibergs, he judge of the Department of Criminal Cases of the Supreme Court, was elected to the office of a member of the Judicial Qualification Committee in extramural Judges’ Conference held on 2 March.

The Council for the Judiciary has sent a proposal to the Saeima (Parliament) to award habilitated professor Kalvis Torgans, the former judge of the Department of Civil Cases, with the title of the Judge Emeritus.

Further elaboration of legal provisions to establish unified appellate instance for disciplinary cases of persons associated with court system is supported

After discussions and listening to opinions, the Council for the Judiciary voted for further elaboration of amendments to laws to establish unified appellate instance to appeal against decisions of disciplinary committees of persons associated with court system and of institutions and officials responsible for review of disciplinary cases.

Amendments to the law to extend authority of the Council of the Judiciary, reduction of requirements to anonymisation of court rulings and restoration of title of the Senate are conceptually supported

The Council for the Judiciary conceptually supported range of amendments to the law “On Judicial Power” prepared by the Ministry of Justice, at the same time pointing out necessity to improve them, observing proposals both expressed in the sitting of the Council for the Judiciary and received from Heads of departments of the Supreme Court and other courts.

The Council for the Judiciary decided to organise extramural Latvian Judges’ Conference to elect representative to the Judicial Qualification Committee from among judges of the Department of Criminal Cases of the Supreme Court in electronic elections.

Number of judges in the Administrative regional court is increased

To equalize case-load of the Administrative regional court and the Administrative district court, the Council for the Judiciary agreed to transfer vacant position of a judge formed in Rezekne court house of the Administrative district court to the Administrative regional court as from 1 March.

The Council for the Judiciary decides on transfer of judges of Riga city Centre district court and Sigulda court

In accordance with Clause 78 of Transitional Provisions of the law “On Judicial Power” the Council for the Judiciary, upon proposal of the Minister of Justice, decided on transfer of judges of Riga city Centre district court and judges of Sigulda court to work to another court after incorporation of Riga city Centre district court and Sigulda court into another court as from 1 March.

The Council for the Judiciary supported request of Inara Strautina, the judge of Riga district court, to submit a proposal on her dismissal from judge’s office due to state of health to the Saeima (Parliament).

Budget requests of the Ministry of Justice and the Supreme Court are supported

In accordance with the law “On Budget and Financial Management” the Cabinet of Ministers, when reviewing regular draft law on budget, listens to the opinion of the Council for the Judiciary. Thus, the Council for the Judiciary and the Supreme Court submitted budget requests of regional and district (city) courts and the Supreme Court for 2015 for providing of an opinion, and the Council for the Judiciary reviewed them in written procedure.
