YEAR 2015 IN THE SUPREME COURT: DECREASE OF ACCUMULATION OF CASES AND STRENGTHENING OF CASSATION INSTANCE

Work of the Supreme Court in 2015 was with the positive balance – after the several years, the number of examined cases exceeded number of cases received in the court, and number of cases pending decreased per 25 per cent – Ivars Bickovics, the Chief Justice of the Supreme Court, resumed at the Plenary Session.

ACCUMULATION OF CASES IN THE SUPREME COURT DECREASED PER 25 PER CENT

The Supreme Court finished the year 2015 with several positive indices related to adjudication of cases. Number of cases received has decreased. Number of cases receivedin the Supreme Court has decreased per nearly one-third. In2015, 3562 were received in the court, which is per 1374 cases less than in previous year.

THE FIRST CAREER DAY IN THE SUPREME COURT

On Friday, 19 February, the first Young Lawyers’ Career Day was organised in the Supreme Court. Nine students from the University of Latvia and Riga Graduate School of Law had an opportunity to get familiarised with work of judges, assistant to a judge, scientific adviser and the Division of Case-law and Research. The idea on organisation of the Young Lawyers’ Career Day the Supreme Court responded to, originated within the organisation ELSA Latvia, which has been part of European Law Students’ Association. The event was organised to allow Latvian law students to spend one day with legal professionals.

SUPPLEMENTED EDITION OF THE COMMENTARIES ON THE CIVIL PROCEDURE LAW IS PUBLISHED

Commentaries on laws based on scientific conclusions are the tool of daily work of a judge, which, although being produced from the hardest steel, still it needs “sharpening” with new assessments – Ivars Bickovics, the Chief Justice of the Supreme Court said at the presentation of the supplemented edition of the Part I of the Commentaries on the Civil Procedure Law.

REPRESENTATIVES OF DEPARTMENTS OF THE SUPREME COURT POINT OUT POSSIBILITIES TO REDUCE LENGTH OF PROCEEDINGS

Pointing out a positive trend that number of cases pending in the Supreme Court decreases, representatives of departments, having participated in the sitting of the Judicial Policy Subcommittee of the Legal Affairs Committee of the Saeima (Parliament), recognised – the workload of the cassation instance has still been excessive, and the legislator’s will is necessary to search for opportunities to solve a problem jointly with the court.

THE CHIEF JUSTICE OF THE SUPREME COURT POINTS OUT GREATER RESPONSIBILITY OF PROSECUTORS IN ENSURING OF UNIFIED CASE-LAW

Observing the fact that the Supreme Court gradually becomes only the cassation instance, which will examine comparatively small number of total amount of cases, role of lower courts and of the Prosecutor’s office in ensuring of uniform case-law increases, – Ivars Bickovics, the Chief Justice of the Supreme Court, said, when addressing prosecutors at the annual report-back meeting on 17 February.

PUPILS SEE WORK OF JUDGES AND EMPLOYEES OF THE SUPREME COURT

On Wednesday, 10 February, on the Job Shadow Day, pupils from several regions visited the Supreme Court. Thirteen pupils from Liepaja, Madona, Daugavpils, Nereta, Mersrags, Jurmala, Carnikava and Riga became Shadows of judges and employees of the court. Participants of the Job Shadow Day followed duties of a judge, a legal adviser and an assistant to the judge in the Supreme Court with true interest.

JUDGES AND EMPLOYEES OF THE SUPREME COURT TAKE FLOOR AT THE 74TH CONFERENCE OF THE UNIVERSITY OF LATVIA

On Friday, 5 February, the 74th Conference of the University of Latvia has begun, and it will last for two weeks. During the Conference, the Plenary Session in Law “Foreign Investment: When Law Interacts” and eight different sessions of sections have been held. Today, on 9 February, Doctor in Law Jautrite Briede, the Professor of the University of Latvia, and the judge of the Department of Administrative Cases of the Supreme Court, presents a report “Principle of Adversarial Proceedings in Action” in the Civil Law Section.

THE CHIEF JUSTICE OF THE SUPREME COURT EVALUATES EFFORTS BY THE NOTARIATE IN PRESERVATION OF ITS HISTORY

“The notariate has performed valuable work – it preserved its trace in history,” Ivars Bickovics, the Chief Justice of the Supreme Court, said on 4 February at the opening of the book “Notariate of Latvia 1944-2015. Biographical dictionary” published by Latvian Council of Sworn Notaries.

THE CHIEF JUSTICE OF THE SUPREME COURT PARTICIPATES IN THE OPENING OF THE JUDICIAL YEAR OF THE EUROPEAN COURT OF HUMAN RIGHTS

On Friday, 29 January, Ivars Bickovics, the Chief Justice of the Supreme Court, participated in the solemn opening of the judicial year of the European Court of Human Rights in Strasbourg.
