PARTICIPANTS OF THE SONG FESTIVAL FROM BALTINAVA VISIT THE SUPREME COURT

Despite tense schedule of rehearsals and concerts at the Song Festival, pupils from Music and Art School of Baltinava visited the Supreme Court on Friday. They came to Riga to participate in XI Latvian School Youth Song and Dance Festival. They told about their interest to see the Supreme Court to Aivars Keiss, the man from the same district, graduate of the Baltinava Secondary School, and now – the judge of the Supreme Court, to learn about daily routine of a judge of the Supreme Court, what features and skills a person must hold to be able to review the most complex disputes in civil cases.

SUPREME COURT: REPRESENTATION IN THE CASSATION INSTANCE COURT HAS PARTICULAR CONDITIONS

Despite amendments to the Civil Procedure Law, which entered into force on 4 January 2014, the Department of Civil Cases of the Supreme Court continues to receive cases with cassation complaints filed by representatives, who are prohibited by the law to be representatives in the cassation instance court. Thus, such complaints have not been examined (Clause 2, Paragraph Six, Section 453, Paragraph Two, Section 459 of the Civil Procedure Law (in wording effective after 26 May 2015)).

JAUTRITE BRIEDE DISCHARGES DUTIES OF AD HOC JUDGE IN THE EUROPEAN COURT OF HUMAN RIGHTS

On 1 July, in Strasbourg, the Grand Chamber of the European Court of Human Rights heard the case “Jeronovics v. Latvia”. Jautrite Briede, the judge of the Department of Administrative Cases of the Supreme Court, discharged duties of ad hoc judge in this case.

CONCLUSIONS OF THE CASSATION INSTANCE IN COURT CASES ON DECLARATION OF THE PLACE OF RESIDENCE

The Department of Administrative Cases of the Supreme Court has summarised conclusions of the cassation instance regarding application of the Declaration of the Place of Residence Law. Compilation includes conclusions comprised in rulings of the Supreme Court, and conclusions comprised in judgements of the Administrative regional court in cases, in which the Supreme Court refused to initiate cassation proceedings, grounding on the fact that it had no doubts regarding lawfulness of the judgement appealed, and case reviewed has no importance in development of case-law. The compilation comprises conclusions of the court made in rulings adopted between 1 February 2004 and 31 May 2015.

STRATEGY FOR COMMUNICATION OF COURTS IS DISCUSSED WITH CHAIRS OF COURTS

From strategic documents to action – this was the leading motive of conversation of the Council for the Judiciary and the Judicial Ethics Commission with Chairs of courts, their deputies and Chairs of judicial panels. The meeting of 17 June was organised to inform of two documents approved by the Council for the Judiciary – the Guidelines on Communication of a Court System and the Strategy for Communication of Courts – and to discuss ways of use thereof in work of courts.

LEGAL ADVISER REPORTS AT THE HIGH-LEVEL DIGITAL ASSEMBLY

During two days, on 17-18 June, the digital assembly is held at the National Library of Latvia. It is the most important event of the Latvian presidency in the Council of the European Union, in accordance with one of three priorities of the Latvian presidency – “Digital Europe”. Rihards Gulbis, the legal adviser of the Department of Civil Cases of the Supreme Court, reports at the assembly as an expert on copyright law in the working group “Digital single market for creative content.”

THE JUDGE RAIMONDS GRAVELSINS TERMINATES WORK IN THE SUPREME COURT

On 16 June, having reached maximum age to discharge judicial duties, which is stipulated in the law “On Judicial Power”, Raimonds Gravelsins, the judge of the Chamber of Civil Cases terminates work in the Supreme Court.

EDITE VERNUSA WILL CHAIR THE DEPARTMENT OF CIVIL CASES, AND INETA OZOLA – THE CHAMBER OF CIVIL CASES OF THE SUPREME COURT

At the Plenary Session of the Supreme Court held on 15 June, Edite Vernusa was elected to the office of the Chair of the Department of Civil Cases, and Ineta Ozola was elected to the office of the Chair of the appellate instance – the Chamber of Civil Cases.

CHAIRS OF THE DEPARTMENT OF CIVIL CASES AND OF THE CHAMBER OF CIVIL CASES OF THE SUPREME COURT WILL BE ELECTED

On Monday, 15 June, the Plenary Session of the Supreme Court has been convened. Judges will have to elect heads of two structural units – the Chair of the Department of Civil Cases and the Chair of the Chamber of Civil Cases.

VICE-PRESIDENT OF THE COURT OF CASSATION OF EGYPT VISITS THE SUPREME COURT

Name of Egypt was updated in Latvia due to detention of journalist Peteris Greste, double citizen of Latvia and Australia, but the Court of Cassation of Egypt became popular, when it ordered to review the case and released Greste from detention.
