Role and opportunities of Supreme courts in protection of human rights will be discussed at international conference

Updating role of national Supreme courts in protection of human rights, the Supreme Court in cooperation with Riga Graduate School of Law organises international conference for judges of supreme courts on the 2nd of May. Judges of Latvian, Estonian, Lithuanian and Polish Supreme Courts, Ineta Ziemele and Danute Jociene (Danutė Jočienė), judges of European Court of Human Rights, as well as judges of Constitutional Court and lecturers of Riga Graduate School of Law will participate in conference.

The Saeima approves Livija Slica for the post of a judge of the Supreme Court

On the 26th of April, Saeima approved Livija Slica in the post of a judge of the Supreme Court, dismissing her from the post of a judge of Administrative regional court at the same time. 80 Parliamentarians placated, nobody voted contra and one Parliamentarian refrained. Livija Slica was chosen for the post of a judge of the Supreme Court as a result of open competition for this post. When evaluating her candidacy in two stages of open competition of selection of candidates for the post of a judge of the Supreme Court and having received positive statement of Judicial Qualifications Committee, committee for selection of competitors admitted Livia Slica to be appropriate for the post of a senator of the Department of Administrative Cases of the Senate of the Supreme Court.

The State Control in its audit admitted that annual report of the Supreme Court for year 2011 provides clear and actual idea of institution financial situation, its changes and operation results in all significant aspects. The statement is given without demur.

The delegation of the Supreme Court goes to the International Criminal Court in The Hague

Traditionally, the delegation of the Supreme Court goes on a visit to exchange experience to the European Court of Human Rights in Strasbourg annually, however, this year delegation goes to the International Criminal Court in The Hague for the first time. The delegation that went to The Hague on the 23rd of April is lead by Ivars Bickovics, the Chief Justice of the Supreme Court; delegation consists of Peteris Dzalbe, the Head of the Department of Criminal Cases of the Senate, Veronika Krumina, the Head of the Department of Administrative Cases of the Senate, Pavels Gruzins, the Head of the Division of Case-Law, Sandra Lapina, the Head of the Administration, Elina Majore, the Head of the Chancery of the Senate and Jekaterina Cernenko, the court interpreter.

Informative consultations of mediators will be available in the Supreme Court

The Supreme Court expressed readiness to participate in mediation pilot-project “Popularization and Implementation of Mediation in Latvian Court System”, and first duty of mediators in the court is expected on the 26th of April. The Department of Administrative Cases of the Senate has already sent the first call to the participants of cases to use mediation, and the Chamber of Civil Cases supported this project.If it would be possible to make a conclusion according to case file materials that mediation may be applied to dispute existing between participants of proceedings, then the court would send letters to parties with a call to think about opportunity to use mediation to achieve solution of dispute that would acceptable for all parties.

On the 27th of April, according to invitation of the Supreme Court, Inga Reine, the Representative of the Latvian Government before International Human Rights Organisations, will meet judges of the Supreme Court.
