On Wednesday, March 19, fifteen candidates to the office of a judge, who have in-service training in district courts, got acquainted with the Supreme Court. Ivars Bickovics, the Chief Justice of the Supreme Court, addressing prospective judges, paid the attention to the fact that the new judge, when putting judge’s robe on, becomes part of the court system, and fairness, efficiency and authority of the court system becomes responsibility of each judge. The Chief Justice stressed the points the attention of new judges should be put to, also from the point of view of judicial disciplinary liability and ethics.

Today, on March 17, Ivars Bickovics, the Chief Justice of the Supreme Court in Luxembourg participates in the discussion organised by the Court of Justice of the European Union with Chiefs Justice of the Supreme Judicial Courts of the European Union on references for preliminary rulings submitted to the Court of Justice of the European Union by Member states.

The Board of Justice instructed Sandra Krumina, the judge of Riga regional court, to discharge duties of a judge of the Chamber of Civil Cases of the Supreme Court during vacancy of a judge as from March 15.

On March 11, Maris Klisans, the Ambassador of Latvia to the Netherlands, in festive ceremony gave books of legal literature, which are published in Latvia, inter alia, editions of the Supreme Court – all issues of the “Supreme Court Bulletin” and brochure about the Supreme Court, to the Peace Palace Library in the Hague.

The Supreme Court has performed compilation of conclusions established in case-law of administrative courts in cases related to construction, when reviewing those in context of environment protection and area development planning mainly. Case-law for period between 2008 and 2012 is analysed.

Agenda of the Plenary Session or general meeting of judges of the Supreme Court of February 21 was extensive – performance of the Supreme Court in 2013 was assessed, the Plenary Session nominated candidate to the office of a judge of the Constitutional Court, elected the Chair of the Chamber of Criminal Cases, adopted decision regarding title of the Senate in cassation instance and made amendments to the Plenary Session Manual.

On February 21, judges of the Supreme Court adopted a decision at the Plenary Session to ask the Saeima (the Parliament) to restore and to restore historical title “the Senate” to the highest court instance of the Republic of Latvia, which was taken away from it by amendments to the law “On Judicial Power” of 13 June 2013.
