On February 2, 2005 at 9:30 am, the Supreme Court will hold a plenary session to discuss Justice Peteris Dzalbe’s confirmation to the Supreme Court.

On December 17, 2004 Mr. Dzalbe was approved by the Judicial Qualifications Committee and on January 20, 2005 the Saeima (Parliament) of Republic of Latvia confirmed Mr. Dzalbe to the Supreme Court.

Peteris Dzalbe was born in 1959 in Jekabpils district. In 1982 he received his law degree from University of Latvia. He has also participated at experience exchange programs in Sweden, France and Hungary.

Mr. Dzalbe joined the judicial system in 1984. From 1985 to 1995 he was the Chairman of the Jelgava City Court. Since 1995, he has been the Chairman of the Zemgale Regional Court. In addition to serving as the Chairman, Judge Dzalbe participated in the review of appellate criminal cases and complicated civil cases.

On December 15, 2000 Mr. Dzalbe received the First – the highest – Judicial Qualification.

Mr. Dzalbe serves as the vice-chairman of the Juridical Disciplinary Committee. He participated in the development of the new penal law. Mr. Dzalbe teaches criminal law and criminal procedure at the Judicial Training Center and the Baltic Russian Institute. He was a lecturer at the Latvian Agriculture University.

According to the Law ”On Judicial Power”, once a judicial candidate is approved by the Judicial Qualifications Committee, the Chief Justice of the Supreme Court requests that the Saeima (Parliament) confirm the candidate for the position on the Supreme Court. Then the Plenary Session of the Supreme Court decides the Supreme Court’s department or division where the justice will serve.
