On the 91st anniversary of adoption of the Satversme (the Constitution) of the Republic of Latvia, on the 15th of February, 2013, opening of the unique edition – “Comments on the Constitution of the Republic of Latvia. Chapter VI. The Court. Chapter VII. The State Control” will take place in the Supreme Court.

The fact that opening of this book takes place in the historical Palace of Justice, and in court room, where cases are heard daily, is natural, as one of chapters commented in the edition is Chapter VI, in which branch of judiciary is fixed constitutionally.

The ceremony of the opening of the book will be opened with allocution of Andris Berzins, the President of the State, Solvita Aboltina, the Speaker of the Saeima (the Parliament), Ivars Bickovics, the Chief Justice of the Supreme Court, Gunars Kutris, the Chair of the Constitutional Court, Elita Krumina, the State Controller, Janis Bordans, the Minister of Justice, Indrikis Muiznieks, the pro-rector of the University of Latvia, professor and academic, and Riga city archbishop metropolitan Zbignevs Stankevics.

The Chair of the Constitutional Court Gunars Kutris is the Head of the editorial board of the edition, the ex-State Controller Inguna Sudraba, the professor and the judge of the Constitutional Court Sanita Osipova, the professor Aivars Endzins and the professor Janis Rozenfelds also have worked in the editorial board.   

The author of the preface to the book is Veronika Krumina, the Chair of the Department of Administrative Cases of the Senate; senators Janis Neimanis and Jautrite Briede created separate chapters of comments. Anita Kovalevska, Annija Karklina, Anita Rodina, Laila Jurcena, Alla Spale and other acknowledged experts of law are authors and co-authors of comments, and Ringolds Balodis is project manager and co-author.

“Comments on laws are easily perceptible and clear genre of legal literature, that’s why it is very popular. In this edition, comments on two chapters of the Constitution are published. Style of comments on the Constitution is result of joint work of the scientific editorial board and authors”, Edvins Danovskis, the lecturer of the Faculty of Law of the UL and the Doctor of Law.

The work upon this edition lasted for two years. Comments are published in publishing house of the official editor “Latvijas Vestnesis”, its edition was also supported by the IT-company “Lursoft”.

Thus, publishing the book, comments on three of eight chapters of the Constitution of the Republic of Latvia are finished. Within the framework of the project, it has been planned for the first time in history of Latvia to provide detailed explanation (comment) on the Constitution of the Republic of Latvia, so comments on other chapters of the Constitution have been prepared at present. The book is published within scientific project of the University of Latvia.

 

Information for media

Opening of the book will take place on Friday, the 15th of February, at 11.00 o’clock in the Supreme Court. Due to limited number of places entrance is allowed with invitations only, but representatives of media are welcome to visit the event.

Journalists are also invited to use an opportunity of media during the visit of the President of the State to the Supreme Court before this event. Media are invited to resume of the process of the visit at 10.50 o’clock near the office of the Chief Justice on the 3rd floor.
