New Judicial Qualifications Committee, elected by judges last year, in its first session on the 25th of January re-elected Gunars Aigars, the Chair of the Chamber of Civil Cases of the Supreme Court, for the post of the Chair of the Committee. Mr.Aigars has managed the Judicial Qualifications Committee for thirteen years already. However, Ervins Kuskis, the Chair of the Chamber of Criminal Cases, was elected for the post of the vice-Chair of the Committee.   

Newly elected Judicial Qualifications Committee, alongside with other duties related to judicial careers, will have to perform the first regular assessment of professional activity of all judges of departments of Land books, of district (city) courts, of regional courts and of the Supreme Court between 2013 and 2016, as it is stated in the law “On Judicial Power”.

The Council of Justice has approved list of judges submitted by the Minister of Justice and the Chief Justice of the Supreme Court. According to this list, assessment of professional activity of judges will be carried out sequentially; in its turn, the Judicial Qualification Committee in its session on the 25th of January, adopted for its information and guidance list of judges of departments of Land books, district (city) courts and of regional courts, prepared by the Court Administration, which is grouped by months and according to which regular assessment of professional activity of judges will be carried out in the  first half-year of 2013. According to this list, professional activity of approximately 70 judges will be carried out during the first half-year.

The Judicial Qualifications Committee also got acquainted itself with unified sample forms for self-assessment of professional activity of a judge, for reference of the chair of the court to be  given about a judge’s work and for reference of the judge of higher instance to be given about a judge’s work, prepared by the Court Administration. Chairs and judges of courts will be asked to use forms developed when preparing references about judge’s work and self-assessment of professional activity of a judge.

Gunars Aigars, the Chair of the Committee, indicates that the new procedure of assessment of professional activity of judges will give an opportunity to assess professional knowledge and level of their skills more thoroughly, more profoundly and further and wider than it was previously.  Moreover, wider opportunities are given not only to the Judicial Qualifications Committee, but also to chairs of courts and, what is more important, to judges themselves, when performing their self-assessment.

The Judicial Qualifications Committee is an institution of judicial self-government, which performs assessment of professional activity of judges. According to representation of court instances stated in the law “On Judicial Power”, following members are elected in composition of the Judicial Qualifications Committee: Veronika Krumina, the Chair of the Department of Administrative Cases of the Senate, Gunars Aigars, the Chair of the Chamber of Civil Cases and Ervins KUskis, the Chair of the Chamber of Criminal Cases of the Supreme Court, Anna Biksiniece, the Chair of Judicial Panel of Civil Cases of Latgale regional court,  Silva Reinholde, the Chair of Kurzeme regional court, Zita Kupce, the Chair of Administrative regional court, Gunita Galina, the Chair of Saldus district court, Kristine Zdanovska, the judge of Riga city Vidzeme Suburb court and Inara Zarina, the Head of the department of land books of Riga district court.
