On May 30, within intense agenda during visit to Latvia, Richard Whish, the Professor Emeritus of London King’s College, Honorary Queen's Counselmet Ivars Bickovics, the Chief Justice of the Supreme Court.

The Chief Justice of the Supreme Court pointed out that visit of the professor Whish, who is one of the most recognised authorities in competition law of the European Union, concurred with annual meeting of Latvian government and the Foreign Investors’ Council in Latvia, in which the Chief Justice of the Supreme Court also participated.  Issues regarding commercial law become even more topical in Latvian case-law – Ivars Bickovics stressed.

The professor Whish agreed that, taking into account financial opportunities of Latvia, it is unlikely to establish new – specialised commercial courts – in Latvia, thus it is necessary to educate and specialise judges of existing courts of general jurisdiction and administrative courts to examine even more complicated commercial disputes. It would be necessary to ensure maximum opportunities to Latvian judges to obtain experience of other countries and to participate in international trainings, conferences and seminars.

Ivars Bickovics in his turn informed about reform of the Supreme Court commenced, in result of which, having liquidated court chambers, capacity of cassation instance should be strengthened, inter alia, promoting thorough specialisation of judges in complicated issues related to commercial law.  The Chief Justice of the Supreme Court also informed that, taking topicality of these Whish with responsiveness accepted invitation of the Chief Justice of the Supreme Court during his next visit to Latvia to meet and to read lecture to judges of the Supreme Court.  

When visiting the museum of the Supreme Court, the professor Whish also got insight into history of Latvian courts. .

Visit of the professor Richard Whish to Latvia was organised by the Latvian Law Institute.  With support of the Supreme Court, the Competition Council and the journal “Jurista Vārds”  guest lecture by the professor “The Importance of Market Power in Application of the European Union Competition Law and How to Measure It”, which was attended by approximately 130 interested individuals, was organised.
