On Friday, December 14, judges from regional courts were invited to attend the seminar organized by the Supreme Court. The seminar is held in three parts – the sphere of criminal law, the sphere of civil law and the sphere of administrative law, and its program is prepared by the Division of Case-law in cooperation with the Departments of the Senate and Court Chambers.

Professor Valentīna Liholaja, Chief of the Department of Criminal Law Sciences of the Faculty of Law of the University of Latvia, is invited to lecture in the seminar in the sphere of criminal law. She will present to judges researches regarding court practice in criminal cases where verdicts of “not guilty” have been passed which have afterwards been revoked and verdicts of “guilty” have been adopted, as well as criminal cases in which verdicts of “guilty” have been revoked and verdicts of “not guilty” have been adopted. Ivars Bičkovičs, Chairman of the Chamber of Criminal Cases of the Supreme Court will analyze causes for revoking rulings of regional courts in the appellate instance, Pāvels Gruziņš, Chairman of the Department of Criminal Cases will speak on reasons for revoking and changing rulings under the cassation procedure. The Department of Criminal Cases of the Senate has also prepared responses to questions submitted by judges of the regional courts.

Formed Senator Rolands Krauze, now holding the position of the Assistant to the Chief Justice of the Supreme Court regarding issues of application of law, will report in the seminar in the sphere of civil law. He will analyze court practice when cases arising from inheritance law are reviewed. Senator Mārīte Zāģere of the Department of Civil Cases of the Senate has prepared a summary on reasons for revoking and changing rulings in the cassation instance. The Department of Civil Cases, as well, has prepared answers to the questions submitted by judges of the regional courts.

In the seminar in the sphere of administrative law, the consultant Ieva Viškere of the Division of Case-law of the Supreme Court will report on application of procedural law standards in the practice of administrative cases and efficiency of amendments introduced to the Administrative Procedure Law, and the Senator Jautrīte Briede of the Department of Administrative Cases will analyze the problems of application of law standards regulating income tax and value added tax of enterprises. Senator Ilze Skultāne of the Department of Administrative Cases has prepared a report on termination of case in connection with applicant’s refusal from application in part. At the end of the seminar, the Senators will answer the questions topical for judges of regional courts.

One of the tasks of the Supreme Court is to promote unified court practice in the country, and one of the ways to achieve it is organization of seminars for judges of regional courts on researches performed by the Division of Case-law of the Supreme Court which cover separate issues of law and current problems of court practice and theory. Seminars for judges or regional courts are organized twice a year.
