Judge of the Regional Administrative Court Anita Kovalevska was appointed to the position of a judge of the Supreme Court by a decision of the Council for the Judiciary of December 10. The judge had applied for the position of a judge of the Department of Administrative Cases.

Anita Kovalevska has been a judge since 2009, when she was appointed as judge of the District Administrative Court. In 2013 she was appointed as judge of the Regional Administrative Court, and since March 2017 she has been executing duties of a judge of the Supreme Court by replacing judge during temporary absence.  

Anita Kovalevska holds a Master of Social Sciences degree in law. The judicial experience has also been obtained through years of internship at the European Court of Human Rights. For eight years, the judge was a member of the Judicial Ethics Commission, as well as chair of this commission. She is a lecturer at the Latvian Judicial Training Centre, author of the commentaries to the Constitution of the Republic of Latvia and commentaries to the Administrative Procedure Law, author of the textbook about the Administrative Law.

A positive opinion for the appointment of Anita Kovalevska for the position of a judge of the Department of Administrative Cases was given by the general meeting of judges of the Department of Administrative Cases.

In the Department of Administrative Cases of the Supreme Court, the Council for the Judiciary approved ten posts of judges, one post was vacant and a competition was announced.

 

Two of the judges of the Department of Administrative Cases are currently temporarily absent. Taking into account the backlog of cases in the Department, a competition was announced for a temporary replacement of a judge of the Department.

Two administrative judges of the Regional Administrative Court applied for the competition and the two positive opinions were given by the general meeting of judges of the Department of Administrative Cases. At the meeting of 10 December, the Council for the Judiciary instructed Ieva Viskere and Valters Pokis to replace the Supreme Court judges during their temporary absence.

Ieva Viskere has been replacing a judge of the Department of Administrative Cases since 2017, during judge’s temporary absence, and will continue to fulfil these duties after the decision of the Council for the Judiciary. Valters Pokis will start serving as a judge of the Supreme Court in the Department of Administrative Cases in January 2019.

In accordance with the law “On Judicial Power”, a judge of the Supreme Court during a vacancy or temporary absence may, on a proposal of the Chief Justice of the Supreme Court and in case of a positive opinion of the relevant Department, be temporarily replaced for a maximum of two years.
