On Wednesday, May 31, the fourth volume of the Scientific Commentaries on Satversme (Constitution) was officially opened in Riga Castle. One of the authors of the commentaries is also Veronika Krūmiņa, Chair of the Department of Administrative Cases of the Supreme Court, and Jautrīte Briede, Judge of the Department of Administrative Cases of the Supreme Court.

Voluminous publication consisting of 864 pages includes commentaries on two chapters of the Constitution: Chapter III "President" and Chapter IV "The Cabinet of Ministers", explaining and summarizing the powers, functions and rights of the President and the Cabinet of Ministers. These are not merely existing practices that are analysed, but also a basis for further discussions about the development of these institutes is provided.

Veronika Krūmiņa together with Doctor of Law Jānis Kārkliņš have commented on Article 38 of the Satversme regarding incompatibility of the position of the President of the State with another position.

In his turn, Doctor of Law Jautrīte Briede along with Edvīns Danovskis have commented on Article 58 of the Satversme "The administrative institutions of the State shall be under the authority of the Cabinet".

Along with this edition, out of eight chapter of the Satversme commentaries are provided now for the introduction of the Satversme and Chapters I, III, IV, VI, VII and VIII of the Satversme. There are two more left, which refer to the work of the parliament – Chapter II "Saeima" and Chapter V "Legislation". Work on commentaries on the last two chapters has already started and, as pointed out by the Ringolds Balodis, project manager and Professor at the University of Latvia, there is reason to believe that on 100th anniversary of the State of Latvia the Constitution will be completely scientifically explained.

The scientific commentaries on the Satversme have been published by "Latvijas Vēstnesis".
