As from 1 May this year until 31 May 2016 Zane Petersone, the judge of Riga regional court, and Intars Bisters, the judge of the Chamber of Civil Cases, will discharge judicial duties in the Department of Civil Cases of the Supreme Court  during the vacancy of a judge.

Zane Petersone has acquired degree of doctor of law in civil law, and she has worked as a judge since 2002, had been the judge of the first instance court, since 2010 – the judge of a regional court, and since 2011 has discharged duties of a judge in the Chamber of Civil Cases during vacancy of a judge.  

Intars Bisters has worked as a judge since 1999.  He has also been the judge of the first instance court and a regional court, since 2010 – the judge of the Chamber of Civil Cases of the Supreme Court. Upon assignment of the Chief Justice of the Supreme Court, Intars Bisters has discharged duties of a judge in the Department of Civil Cases already since February, during temporary absence of Normunds Salenieks, the judge of the Department of Civil Cases.

Vacancies of judges’ office occurred due to decision of the Plenary Session of the Supreme Court, which was supported by the Council for the Judiciary – observing accumulation of cases pending, to redistribute two judges’ offices from the Department of Criminal Cases to the Department of Civil Cases.

In accordance with Section 79 of the law “On Judicial Power”, during vacancy of a judge of the Supreme Court, the Council for the Judiciary may assign, upon the proposal of the Chief Justice of the Supreme Court and upon the receipt of a positive opinion of the Judicial Qualification Committee, a Judge Emeritus of the Supreme Court or a judge of a regional court to substitute him or her for a period of time not exceeding two years. Clause 66 of Transitional Provisions, in turn, envisages that the Chief Justice of the Supreme Court may assign the judge of the Chamber of the Supreme Court to substitute judge of the department of the Supreme Court during the vacancy or temporary absence of the judge.
