This year the Latvian Judges’ Conference will be held on September 7 and will be devoted to the centennial of the Latvian judicial system, and prospects for the future. The representatives of the Supreme Courts from countries that also celebrate their centenary – Lithuania, Estonia, Finland and Poland – are invited to participate in the conference.

The baseline reports will be presented by Sanita Osipova and Egils Levits. The judge of the Constitutional Court, professor of the University of Latvia, Faculty of Law, Sanita Osipova will look at the formation and consolidation of the Latvian legal system until the occupation of Latvia in 1940. Whereas, judge of the Court of Justice of the European Union Egils Levits will elaborate on the development of the national law since 1990 – transition from the Soviet system to the modern legal system of the European Union.

It is planned that President of Latvia Raimonds Vejonis, Chair of the Legal Affairs Committee of the Saeima (parliament) Gaidis Berzins, Chair of the Council for the Judiciary Ivars Bickovics, President of the Constitutional Court Ineta Ziemele, and Minister of Justice Dzintars Rasnacs will address the guests.

At the closing part of the conference, judges will turn to election of self-government bodies. The judges will hear the candidates nominated as members of the Council for the Judiciary and the members of the Judicial Ethics Commission. Voting for candidates will take place after an onsite conference – on September 11 by e-voting. In turn, on September 18, judges will elect members of the Judicial Disciplinary Committee and the Judicial Qualification Committee in electronic elections.

Draft agenda of the Judges’ Conference

The Judges’ Conference is a judicial self-government institution, convened by the Council for the Judiciary not less than once a year. The conference is attended by judges of district and city courts, land registry offices, regional courts and the Supreme Court. Members of the Council for the Judiciary, judges of the Constitutional Court and judges emeritus are invited to attend the conference.
